Since 1983, the American Samoa Medicaid State Agency has been providing health coverage for American Samoa residents who are eligible for Medicaid.
Medicaid started in 1965 with Medicare as a safety net program for low-income women, children, and people with disabilities as a federal and state endeavor. The program has now evolved into one of the largest health insurance programs in every state.
Medicaid is administered by states, according to federal regulations and is funded jointly by state and federal governments.
The Children’s Health Insurance Program (CHIP) provides health coverage to eligible children through both Medicaid and separate CHIP programs. CHIP is administered by states according to federal requirements. CHIP was created in 1997 and is jointly funded by state and federal government.
American Samoa does not administer a Medicare Part D Plan, instead American Samoa Medicaid receives an additional grant through the Enhanced Allotment Plan (EAP) which must be utilized solely for the distribution of Part D medications to dual-eligibles.
American Samoa Medicaid does not process individual determination based on income and non-financial eligibility criteria. Instead, American Samoa Medicaid uses a concept of presumptive eligibility utilizing various census and immigration data to annually estimate the number of individuals and the percentage of the population that fall below the respective income thresholds for Medicaid, CHIP, and American Samoa’s Enhanced Allotment Plan for Medicare prescription drug coverage.

For our Medicaid dual-eligibles, Medicaid agency has created the Medicare Co- Pay Assistance Program to help alleviate some of the cost burdens our dual- eligibles receive from seeking medical care in the United States. For more information, please see our Medicare Co-pay Assistance Program page.
